When I lived in Omaha, I'd put short hex screws into the outsole of the shoe around the edges... three on each side of the forefoot with a couple on each side of the heel. Hex screws have a hexagonal head with a flat-blade screwdriver slot in the middle. I'd get the short ones from here... 3/8 inch maybe?... and put them maybe a quarter to a half inch away from the edge of the outsole.
You can run fine on the pavement with them as long as you are careful where you put the ones on the heel so you don't slip on asphalt.

Another vote for hex head sheet metal screws. You feel like Spiderman on ice! I've had good luck screwing them into the lugs on trail running shoes. I do just dedicate a show for this and only replace them when they wear down. ⅜" screws are plenty long.

And here I thought I was the only crazy hillbilly using hex-head sheet metal screws for ice. I have them screwed into the heels of the boots I used for running the snow blower. They make it a lot safer to walk around before I get the sand and gravel out on top of the ice.

Personally I would recommend getting the stainless steel screws and not the zinc plated ones shown in the photo below. The SS is not all that much more expensive and they will hold up much better.
