I made a small pouch out of leather for my cell phone that I hang from my sternum straps. I use my phone to take pictures, navigate, and sometimes to listen to music when I'm out skiing, hiking, running, biking, etc. It is smaller than what you're talking about but the same concept. I think I found something that will work. Mountain Hardwear makes a big fanny pack. If you tighten the webbing so that the buckle is off to the side, should work well with packs. The webbing is a bit thin on this. Might have someone sew thicker webbing on.
